一、指導思想
按照縣委、縣政府“轉(zhuǎn)型升級推進年”“招商實效攻堅年”“城市特色建設年”“服務能力建設年”活動要求,以產(chǎn)業(yè)為紐帶以土地為平臺,以項目為支撐,大力推進農(nóng)業(yè)招商引資工作,努力提高農(nóng)業(yè)招商引資成效,為我縣農(nóng)業(yè)向生態(tài)型發(fā)展注入強勁動力。高效都市現(xiàn)代農(nóng)業(yè)。
二、工作目標

三、工作措施
(一)圍繞“153”產(chǎn)業(yè)發(fā)展規(guī)劃,結(jié)合現(xiàn)代農(nóng)業(yè)園區(qū)建設,著力招商引資。
1.圍繞戰(zhàn)略產(chǎn)業(yè)開展招商引資,鼓勵工商資本投資糧油產(chǎn)業(yè)發(fā)展,完善生產(chǎn)設施,提高產(chǎn)品質(zhì)量,打造知名品牌,做大和延伸產(chǎn)業(yè)鏈。

(二)精心組織活動,創(chuàng)新招商引資。
1.開展長期招商引資。 抽調(diào)人員組成小分隊赴廈門、昆山招商引資、宣傳推介海鹽農(nóng)業(yè),并與臺商簽約相關項目。 各鄉(xiāng)鎮(zhèn)(街道)要結(jié)合當?shù)剞r(nóng)業(yè)特點,派出小分隊到重點地區(qū)招商引資。
2.組織開展專項招商引資。 結(jié)合“滬杭甬”同城戰(zhàn)略實施,將在周邊重點農(nóng)產(chǎn)品銷售城市舉辦系列專題招商活動,重點展示推介海鹽優(yōu)質(zhì)農(nóng)產(chǎn)品和農(nóng)業(yè)招商引資項目。
3、利用節(jié)慶招商。 依托海鹽特色農(nóng)產(chǎn)品,舉辦各類農(nóng)產(chǎn)品節(jié),通過節(jié)慶活動吸引外商來海鹽參觀投資。
4、利用展會招商。 積極參加省內(nèi)外各類展會,精心組織招商活動。 組織龍頭企業(yè)、專業(yè)合作社等市場主體參加國家、省、市組織的各類農(nóng)產(chǎn)品展銷活動,并以展會為契機,舉辦有針對性的招商活動,大力推廣海鹽農(nóng)業(yè)、增進與外商的交流和互信。

四、保障措施

2、進一步完善工業(yè)區(qū)(含功能區(qū))招商引資政策和激勵機制,爭取上級黨委、政府和有關部門的大力支持和政策傾斜。
三、搭建承接中東部地區(qū)產(chǎn)業(yè)轉(zhuǎn)移和投資項目的平臺,做好投資信息聯(lián)絡工作,加強與沿海地區(qū)投資促進機構、投資中介機構(如如廣東省等),做好項目推廣工作。
4、加強工業(yè)區(qū)對外宣傳,搭建工業(yè)區(qū)網(wǎng)上招商平臺。 力爭今年6月底開通招商網(wǎng)站,同時在多層次媒體上宣傳工業(yè)區(qū)各項工作進展,提高和擴大知名度和美譽度。
