推動中國（廣西）自由貿易試驗區(qū)高質量發(fā)展的支持政策

建設中國（廣西）自由貿易試驗區(qū)（以下簡稱廣西自貿試驗區(qū)）是中央賦予廣西的戰(zhàn)略任務。 新動能的重要引擎。 為貫徹落實《中國（廣西）自由貿易試驗區(qū)總體方案》，高水平建設廣西自由貿易試驗區(qū)，服務邊境民族地區(qū)，構建西部大開發(fā)新格局，深化與周邊合作《中華人民共和國民族區(qū)域自治法》第三十四條規(guī)定：“民族自治地方的自治機關執(zhí)行國家稅法時，除國家統(tǒng)一審批的減免稅項目、屬于地方財政收入的部分稅收收入，需要在稅收方面予以照顧和鼓勵的，可以實施減免稅”及相關規(guī)定。根據(jù)法律、法規(guī)的規(guī)定，現(xiàn)提出以下政策。

1、明確總體要求

二、優(yōu)先開展領域改革試點

（一）支持自貿試驗區(qū)。 鼓勵廣西自貿試驗區(qū)各片區(qū)（以下簡稱各片區(qū)）自主創(chuàng)新，首先著力解決企業(yè)發(fā)展需求中的痛點、難點，及時將企業(yè)的新需求納入其中將制度創(chuàng)新領域納入試點任務范圍。 重大改革創(chuàng)新原則上應先在各領域先行先試。 今后，自治區(qū)出臺的支持力度大于本政策的政策，將按照“政策傾斜”的原則，在各地區(qū)普遍適用。 設立廣西自貿試驗區(qū)制度創(chuàng)新獎，按照有關規(guī)定表彰和獎勵取得重大成就和突出貢獻的政府部門、企業(yè)和個人。 廣西自貿試驗區(qū)建設建立了容忍失敗、鼓勵責任的容錯糾錯機制。 以國家推動邊境貿易創(chuàng)新發(fā)展和首都強市戰(zhàn)略、北秦國防一體化戰(zhàn)略實施為契機，增強廣西自貿試驗區(qū)集聚資源、輻射周邊的能力支持各領域優(yōu)勢互補合作共同發(fā)展，引領廣西省會城市經(jīng)濟發(fā)展。 升級發(fā)展臨海經(jīng)濟和邊境經(jīng)濟。 鼓勵各地積極對接區(qū)域全面經(jīng)濟伙伴關系協(xié)定（RCEP），積極融入粵港澳大灣區(qū)建設，開辟合作新空間。

3.支持先進制造業(yè)集聚發(fā)展

（六）支持加大科技創(chuàng)新力度。 對各地區(qū)產業(yè)創(chuàng)新中心、工程研究中心、實驗室、企業(yè)技術中心等各類研發(fā)機構以及科技企業(yè)孵化器、高新技術企業(yè)建設給予重點支持。 對各地區(qū)管理機構認定的新落戶制造業(yè)龍頭企業(yè)給予重點支持。

四、支持現(xiàn)代服務業(yè)集聚發(fā)展

（七）激發(fā)現(xiàn)代服務業(yè)發(fā)展活力。 新設立符合廣西自貿試驗區(qū)主導產業(yè)的現(xiàn)代物流、數(shù)字經(jīng)濟、文化創(chuàng)意、醫(yī)療保健、融資租賃、人力資源服務等企業(yè)被認定為高新技術企業(yè)或有資格享受優(yōu)惠西部大開發(fā)企業(yè)所得稅 符合政策條件的，自首次取得主營業(yè)務收入（即按規(guī)定征收企業(yè)所得稅）起，免征企業(yè)所得稅地方份額5年。稅率為應納稅所得額的9%）。  5年內，對主營業(yè)務收入當年對地方經(jīng)濟貢獻的70%進行獎勵，用于支持企業(yè)創(chuàng)新發(fā)展，促進服務業(yè)升級發(fā)展。

（九）支持貿易企業(yè)發(fā)展。 各地區(qū)新設立貿易企業(yè)，自首次實現(xiàn)主營業(yè)務收入起5年內，當年為當?shù)亟?jīng)濟貢獻50萬元（含）以上的，按照對當?shù)亟?jīng)濟貢獻的60%給予獎勵當年的經(jīng)濟，支持企業(yè)做優(yōu)做強。 支持各地建立出口型中小企業(yè)資金池，為中小企業(yè)、輕資產企業(yè)提供供應鏈融資、出口信保保單融資、出口退稅周轉、關稅保險等服務企業(yè)、外貿綜合服務平臺。 對各地區(qū)通過“授權經(jīng)濟經(jīng)營者”（AEO）注冊的外貿孵化基地和企業(yè)給予重點支持。

（十）支持互聯(lián)網(wǎng)經(jīng)濟新平臺、新業(yè)態(tài)發(fā)展。 結合中國—東盟信息港建設，支持跨境信息基礎設施建設、經(jīng)貿服務、技術合作、信息共享等發(fā)展，鼓勵數(shù)字經(jīng)濟新平臺、新業(yè)態(tài)發(fā)展。 對各地區(qū)管理機構簽約引進的基于互聯(lián)網(wǎng)和新媒體的新經(jīng)濟服務平臺企業(yè)、電子商務企業(yè)、區(qū)塊鏈企業(yè)，自成立之日起5年內，按其貢獻率的70%當年地方經(jīng)濟％獎勵和支持企業(yè)開展創(chuàng)新創(chuàng)業(yè)活動。

五、支持跨境產業(yè)集聚發(fā)展

（十二）支持建立各類交易平臺。 對新設立的大宗商品交易平臺企業(yè)，5年內對當?shù)亟?jīng)濟貢獻的70%給予獎勵，支持平臺形成集聚效應。 對新設立的實收注冊資本在2000萬元以上的股權交易平臺企業(yè)，自成立之日起5年內，按照當年對當?shù)亟?jīng)濟貢獻的70%給予獎勵；獎勵金額不超過300萬元。 對新設立的大宗商品交易平臺、股權交易平臺、保稅交割、供應鏈服務、區(qū)域結算中心等企業(yè)，按規(guī)定暫停征收地方水利建設資金。

（十三）創(chuàng)新跨境金融服務。 結合面向東盟的金融開放大門建設，推動跨境金融體系創(chuàng)新。 支持金融機構在依法合規(guī)前提下為各地區(qū)居民和非居民提供跨境債券發(fā)行、跨境投資并購、跨境資金集中運營等跨境金融服務合規(guī)、風險可控、業(yè)務可持續(xù)。 支持各地誠信優(yōu)質企業(yè)開展資本項目外匯收入支付便利化試點。 各地企業(yè)從境外籌集的資金、符合條件的金融機構從境外籌集的資金以及提供跨境服務取得的收入，均可按規(guī)定用于各地及境外經(jīng)營投資活動。 支持南寧建設高水平中國—東盟金融城市，創(chuàng)建綜合保險創(chuàng)新試驗區(qū)和綠色金融改革創(chuàng)新示范區(qū)，推動區(qū)域性人民幣離岸金融中心、區(qū)域性貨幣交易清算中心建設跨境投融資服務中心。 推動在中馬欽州產業(yè)園、馬中關丹產業(yè)園試點開展一定規(guī)模資金下的本外幣兌換業(yè)務，實現(xiàn)資金自由流入、流出和自由兌換。兩個公園。

（十五）支持跨境客貨運輸發(fā)展。 結合西部陸海新通道建設，自治區(qū)及各地區(qū)要充分利用現(xiàn)有專項資金，加強多式聯(lián)運體系建設，加大航空、海上航線培育力度至東盟及“一帶一路”沿線國家（地區(qū)）的班輪、陸運航線。 有定期列車上班，方便人員、貨物往來。 加快重慶經(jīng)貴陽、南寧至北部灣出口（北部灣港、洋浦港），重慶經(jīng)懷化、柳州至北部灣出口，成都經(jīng)瀘州（宜賓）、百色至北部灣出口西部陸海新通道主要通道建設。 支持智慧港口建設，全面推進口岸作業(yè)無紙化，大力發(fā)展港航服務業(yè)，發(fā)展以海鐵聯(lián)運為骨干的多式聯(lián)運體系，深入推進港口“一單制”改革多式聯(lián)運。 大力推進國際通關便利化、跨境運輸便利化、旅客出入境便利化。 加快中新南寧國際物流園區(qū)、南寧國際鐵路港、南寧空港經(jīng)濟區(qū)建設。 鼓勵憑祥為樞紐節(jié)點，深化與越南等國合作，推動中國—中南半島經(jīng)濟走廊建設。  5年內，各地區(qū)企業(yè)利用西部陸海新通道出海、邊境且年物流集裝箱量較2018年增加300標箱以上的，獲得地方經(jīng)濟貢獻獎勵率可以再增加5個百分點。

六、支持總部經(jīng)濟集群發(fā)展

（十六）重點吸引總部企業(yè)落戶。 世界500強企業(yè)（《財富》雜志排名）、中國500強企業(yè)（中國企業(yè)聯(lián)合會、中國企業(yè)家協(xié)會排名）、跨國公司（商務部認定或備案）、各地區(qū)介紹的行業(yè)龍頭企業(yè)（ （中國企業(yè)聯(lián)合會、中國企業(yè)家協(xié)會排名）、隱形冠軍（在某一細分領域處于絕對領先地位的中小企業(yè)）、大型央企等總部企業(yè)以及地區(qū)總部（跨兩個或兩個以上（在兩個或兩個以上國家/地區(qū)或省份具有綜合管理職能的企業(yè)法人）、功能性總部（履行部分總部職能的企業(yè)法人），實繳注冊資本小于5000萬元，給予1%補貼；5000萬元至2億元以上，給予2%補貼； 超過2億元的，給予3%補貼。 總部企業(yè)落戶創(chuàng)業(yè)補助資金累計最高不超過1億元，分5年支付，每年支付20%。

（十九）促進產業(yè)鏈投資。 各地區(qū)管理機構認可的產業(yè)鏈龍頭企業(yè)引進的上下游合作伙伴（不含房地產）在各地區(qū)注冊經(jīng)營，引進企業(yè)實際投資達到5000萬元以上投資行業(yè)不涉及禁止類別的，按實際投資額的1%對產業(yè)鏈龍頭企業(yè)給予一次性獎勵，獎勵金額最高不超過3000萬元。

對廣西自貿試驗區(qū)特別重要的招商引資項目，可采用“一案一議”的方式予以重點支持。

八、吸引優(yōu)秀人才

（二十）落實人才引進激勵措施。 符合廣西自貿試驗區(qū)鼓勵發(fā)展的產業(yè)，以及各片區(qū)的發(fā)展戰(zhàn)略合作伙伴、投資合作伙伴，其企業(yè)高管（董事長、副董事長、總經(jīng)理、副總經(jīng)理、董事長）監(jiān)事會、總經(jīng)濟師、總經(jīng)理等（會計師或同等職務人員）、科研骨干人才及其他急需緊缺專業(yè)人才，自2019年8月30日起5年內，繳納個人所得稅的地方份額廣西自貿試驗區(qū)內最高可支付100%。 獎。 其中，港澳人才可以選擇按照內地與港澳地區(qū)稅負差異進行獎勵； 外籍人才可以選擇按照稅負差額超過15%的部分進行獎勵。 人才獎勵條件由各地區(qū)管理機構制定。

九、打造產城融合新高地

(27) Support the introduction of strategic partners to carry out the development of the area. Sign strategic cooperation agreements with the management agencies of each area, participate in the overall development of each area or the development of "parks in the area", engage in infrastructure construction, build public service platforms, and carry out industries such as introduction. 10. Increase investment in the construction of the area

(28) The local income generated by the area is used for the construction of the area. (30) Increase government bond support. Increase the support of government bonds to each area, comprehensively consider financial resources, debt risks, project reserves, etc., and give priority to supporting the construction of major projects in each area that meet the government bond issuance conditions.

11. Other matters

Each area has set up a policy fulfillment window, established a "green channel" and a special service mechanism, and all incentive policies are honored on an annual basis to ensure that the policy is fulfilled. The management agencies of each area should take the initiative to publicize and introduce policies to enterprises, expand the awareness and enjoyment of policies, establish a scientific decision-making mechanism, and ensure fair, just and effective implementation of policies.

Enterprises in each area should operate in good faith within the scope permitted by laws and regulations. If there is any violation of laws and regulations to fraudulently obtain subsidy funds, etc., once verified, all subsidy fund declaration qualifications of the enterprise will be cancelled, the allocated funds will be recovered, and relevant bad information will be entered.
